iQRe: An Integrated Cross Scale Urban Resilience Assessment framework

Abstract Developing successful urban resilience plans is a very challenging task due to the complex cross scale, multi sectoral dynamics of areas. This paper presents novel integrated, sectoral, scale assessment framework (iQRe) that facilitates bridging spatial and gaps in existing climate change adaption frameworks. The iQRe merges IPCC AR5 risk approach with generic multi-criteria analysis methodology “SB Method” developed by iiSBE, creating series agile quantitative impact chains allow assigning normalized numerical value each 3 components needed assess (Hazard, vulnerability, exposure). Paper provide sample application on residential building.
